Pastor ordered to pay congregation
A Toronto pastor who targeted his own congregation with a fraudulent investment scheme has been ordered to pay back $4.7-million in ill-gotten gains and cough up nearly $1-million in penalties and legal costs. The Ontario Securities Commission released its sanctions on Tuesday for Marlon Gary Hibbert, the founder of Dominion World Outreach Ministries in Toronto, permanently banning him from serving as an officer or director in the securities industry. An April OSC decision found he had defrauded investors in a foreign-exchange scheme and misled OSC staff. Among his 200 victims was a stay-at-home mother of two blind children. "In 32 years of adjudication I have never encountered a more vile, more heinous fraud," wrote OSC member James Carnwath.
